My research interests lie at the intersection of international security and technology, paying particular attention to the role of cyber power in domestic and international politics. Two overarching themes guide my research: (1) the effects that cyber power has on how states conduct themselves domestically and internationally; and (2) the causes of a state's decision to develop different manifestations of cyber power. Methodologically, I use quantitative methods, especially time-series analysis, survival analysis, spatial statistics, text analysis, network analysis, surveys, and survey experiments. I also use case studies and expert interviews. This approach enables me to explain cross-national trends, with a particular focus on the politics of Russia and Ukraine. My work broadens our understanding of technology's impact on society.
